Salubri, my computer's DVD player sometimes makes those nasty horizontal lines when there's quick movement onscreen, even for modern films. A reboot usually fixes it, and if that doesn't work I burn the fucker.

MeDeFe, no idea yet, is it an early 80s film?

SUPERHINTS: Two UK top 5 albums (#2 and #5) have used stills from the film as covers. (#3 and #11 on the US billboard album chart). The director worked on "Lawrence of Arabia".
It was nominated for a Golden bear.
