If he's a known multi and has been busted for total disregard for the rules and the waiver he had to agree to upon creating his persona (not once, but at least twice) why is he still here?

when you're a premium and busted you become freemium. all other accounts are banned.

So, a person can get banned permanently for being a bit of a thorn in a side but outright cheat twice or more with total disregard for the rules and be playing again later that same day.
