hey, ive been playing the map arms race! and im in a jam. maybe im clueless but i have no clue how to win the game. can anyone help?

The two silos attack the Nuclear missile launch pad, and each territory of the nuclear missile attacks the one above it, until you get to the very top. The explosion with the 15 neutrals on it can bombard every territory in the USSR.

Also missile launch (the explosion) with 15 neutrals resets to 15 if you hold it at the start of your turn
