Conquer Man / Cupcake

On the Conquer Man board, could somebody explain how the cupcake bonus works?

If you hold the cupcake, then at the beginning of your turn, 4 troops are automatically placed on it.

So holding cupcake will give you 4 more troops/turn, but you can't decide where they'll be placed.
