It was an anomaly of space-time. Due to the repeated time traveling of the modified DeLorean, timelines had merged. People from all the alternate and parallel timelines were thrown together with no idea of who was who. However, this bubble could not be resolved until good or evil had triumphed.

Characters may be repeated, but from different timelines stretching from all three movies.

Plus, I currently have two people voting for me, so it would be impossible to choose one to vote for in return (since at this point in the game votes can never be backed up with any real substance, bar the knowledge of a day cop, which is unlikely) as well as being incredibly stupid.
