a few questions about submitted sugestions

I looked around, i didnt see an answer already given. If i missed it, sorry.

Q1) TFO -what does it stand for? What does it mean?

Q2) Submitted suggestions- i see some that have been 'last call' for like 2 years!! Or have been waiting thier implementation for that long... why?

is lack the only one who has the power to implement them?

TFO stands for The Forgiven One, he is a moderator, he's the one that placed those threads into submitted

As for the amount of time that they spend in there, it all depends on the order that lack wants to implement them, he picks the ones he likes and updates them in when he feels like it

What kooler said + yes, lack is the only one to implement them. He is the site owner and has coded practically the entire game. For major site changes or adding options, he has to devote hours of time creating/debugging them before he can unleash his creations unto the site.
