Makes perfect sense to me... they don't have a culture of entitlement, nor do they have 50% of the population paying no taxes. So they don't have those drains sucking away on the economy.
YET.. amazingly enough, they do have both socialized medicine (you pay 1.6% of your salary) and a retirement system.. theirs is actually fully tax payer funded (no individual contributions) and then is allocated based on need.

SO.. if anything, they seem to have as much or more of a "fix" on entitlements than we do.
I think the problem is stonewalling to ineffectiveness by politicians bent on destroying he systems, not the "culture" of the population.
