On his 2nd game he started playing the map Africa and with his own settings. he also knows howto play freestyle in the aspect of ending the turn to start first. After i accuse him of being multi in game chat he said

i find the way he replied very strange and dont believe its his first time on this site.

There is no evidence here that supports him being a multi, plenty of people play on both sites

If he plays risk outside of CC, it shouldn't be that hard to be familiar with the Africa map.

Africa is not that hard of a map too, it's one of the more simple maps here on CC, now if it were Africa Rails then I would understand, but you talking about a standard map in this case.

Command & Conquer is another site you can play risk online at. So, he probably already has the basics down from playing over there.

I started on a site called Grand Strategy before moving to Conquer Club, and it made it a lot easier in the beginning.

but how does he pick up playing freestyle that quick. I don't think you can play 2 or 3 games and be a master a freestyle games no matter what map it is on
