Had to make Rome neutral because of lucky drops for the Rome/Constantinople bonus. The problem is solved, don't see any reason for making Constantinopolis also neutral at this point.

Like Remi said, you'll get -3 for each barbarian tribe you own located on the same side of your Emperor (Augustus). To compensate the negative effects of having Emperor+Tribes you need to hold Legions and Capitalslascolinasguy76 wrote:I agree.

I think it can be a possibility, but to be honest I don't think it's a necessary change.
