I disagree with this. Although I don't want to claim, I think this is a faulty idea. If the cop wastes his investigation on me, then it deprives the town of an actual investigation of someone who may be scum. I will claim voluntarily before I let that happen. Better to have 2 claimed townies and let the investigatory townies use their powers on others, IMO.
