The Soviets had been taken by surprise by the speed of the German advance as they had expected to have several weeks to prepare for an invasion rather than merely a few days. They did promise to move as quickly as possible

In fact you will increase your strength depending on this speed:
Joining with the PM before 24h --> 2 troops.
Joining after 24h --> 1 troop.

Also the speed of fighting WWII Poland:
- Game up to 15 rounds --> 1 extra troop for each Army.
- Game up to 12 rounds --> 2 extra troops for each Army.
- Game up to 10 rounds --> 3 extra troops for each Army.
- Game up to 8 rounds --> 4 extra troops for each Army.
- Game up to 6 rounds --> 5 extra troops for each Army.
