When did I say it determines the winner? I've just found when looking at regions + bonuses + surviving teammates + number of spoils, I've found it a good indicator of the way things lean. That said, looks like you picked up an advantage in 3rd crusade, so 8-5 with two leaning Empire. If you don't normally use those indicators to see what way a game leans, well...
