#1--KRK stands for Karl_R_Kroenen as Arcee said. The mod looking into the case puts their initials there to tell other mods that the case is being handled.
#2--It depends really. Some cases, such as simple multi checks, can be confirmed in less than a day. Secret Diplomacy, however, will take a little bit more time as there are a lot more variable to be looked at.
