force the turn or not?

Hi i am a newbie and have a question (which, i hope, is fitting in this part of the forum):
If a player has run out of time, the others have the possibility to "force the turn".
Is there a general agreement about when to force?
Should I first wait a couple of hours or send a message to the late one?

Umm...are you talking about someone who has begun a turn but not finished (in which case they only have one hour to finish) or someone who has not taken one (they have 24hrs to do so)

Someone who has not even begin to take his turn.

They have to in 24hrs or they miss it.
