This happened once in one of my games. It was quads on Woodboro and my partner Honky_D and I cornered Blitzaholic (yes, the Blitzaholic) on the radio tower. When he took his turn he lost and we won. Praise the Lord that was a fun game.

If you put neutral on your foe list then this sort of thing won't happen.
