Other: I think this player is creating games, then creating new profiles to fill in the games. These 'new recruits' do not take any turns. I went to all of his active games and he has 1-3 new recruits on every single game he created. I just think this is too random if you ask me.

Honestly, he might get a warning. This is tough for mods to enforce.. becasue he made games that aare 5 player and flashy to new players. It is unlikely he is a multi, but he might be a farmer?
A casual look at the games he's in shows that he's not playing 1-3 new recruits in every game he creates, nor indeed, those that he created and is active in.
well thanks for looking into it. the game i am in, it is just me and him and 3 new recruits. nobody has taken a turn but him, so i got suspicious. when i went to view all his games and saw all the ? new recruits, i began to wonder....
