Cleared. Diplomacy is fine within game chat, but when it becomes "Secret", aka, Posted on another players Wall, PM through Inbox, etc, that's when it is considered against the Rules.
From the Rules:
Any form of diplomatic discussion between opponents must be posted in the game chat in English or in a language that all opponents understand.
