In the scenario of a police strike or other political sabotage that preemptively neutralizes the ground forces, there are no troops to insert, ergo air mobility is useless.
This, of course, is predicated on the rebel command enjoying enough popular support that a large segment of the population could be mobilized for passive resistance prior to the start of active resistance by the vanguard element. Active measures to achieve critical thought mass would probably be the much more difficult element of defeating the U.S. military than the direct action component of the program.
