It doesn't matter if you mostly rate 1 star and 5 stars as long as those ratings are deserved. The fact that you don't bother rating average players at 3 or 4 stars isn't a punishable offense. I don't think CC will ever punish people for not rating others. And that's what that would be.

The ratings system is kind of rigged up so that's tough to check if he's abusing the system. The OP's example is clearly abuse, but probably not enough to warrant punishment.

How can I check which games certain ratings are tied too if there are multiple games between the players involved?

I'd say this clear example kind of says take a look- us poor folk don't have the tools.
