If you Foe him, he will not be able to post anything to your wall. As for the game chat CC takes a liberal approach to game chat. They only punish players who use bigotry. If you foe him, you will not see his chats either

As MoB said, it would be best for you to foe and move on.
This will prevent the player from posting on your wall, and it will block you from seeing his game chat.
