Add some trainers. Maybe have two mafias: Aqua and Magma.

shiny pokemon are prevalent in diamond and pearl as well

I'd rather have it be TEam Rocket, I think it'll be trainers and Pokemon.

Wooo Pokemon Mafia!

I was actually thinking about this, and the story is about Ash and stuff when they come out of Mount Moon, or whatever it's called. You have Misty, Brock, Ash, Pikachu, Geodude, Psyduck, Caterpie and then there's Team Rocket.

Or do some other random thing.
