I know they keep their men from holding territories, but do they also get their men from holding continents on their missed turns?

if they still own that continents but it is not likely

no even if they still hold the continents after missing turns they dont get the bonus multiplied, they only get the armies multiplied

I don't believe that statement is true. Your allotment based on owning territories and any continent bonus you have will be multiplied by 1 plus the number of turns you have missed.

This means it is worth all the other players efforts to break the continent bonuses of the player who is missing turns so that it won't happen.
