that was the original regime followed up by the fake admin that took twill's job... i don't think BabyWham has had a perma-ban under his watch yet... then again, when you dip close to 9,500 users you kind of have to keep anyone around that wants to be here... I believe he was permabanned by site mods and then Idi Admin himself permabanned him not knowing the mods had already done it. Something like that.
