Well, the government there has been turning a small blind eye to the burgeoning black market for a while now, and going further and undertaking a Chinese-style 'opening up' has plenty of fans in North K's leadership. Seeing as that's also what China wants North K to do, fat Kim and his hardliners are probably going to have to concede at some point or another.

It's essentially calling Kim a puppet of a shadow government there.
