I don't think that's the case at all, all the current emphasis is on tournaments and challenges to drive up player interest.
I do believe that clans are very dominant, but that is because being in a clan gives you a lot, not just regular wars and competitions. The clan provides a group of players that you have fun with and play the game with quite a lot, therefore that bond (if you will) carries across all aspects of CC, into tournaments and casual games. Also, you will often find players in clans are more passionate about the game, either because of the clan or that is their reason for joining a clan in the first place.

i personally lost interest in games that are "just like that". they need to be part of a clan war, a tournament or a challenge as caf mentions. also,there is always the invititation solution if your games don't fill in. all these complaints are just people starting games with improbable settings and that don't even bother to "advertise" for other players. also, check the callout section to find opponents. all these complaints are just plain bs. If you want a game immediately, then go in join games, there's tons of people complaining just like you because no one is joining them.
My premium just ran out, and so far I'm not renewing. I check in now and then to see if there any speed games up with a chance of filling that I actually want to play and so far: not so much. Won't be long until its just clans wanking with each other, I reckon.
Sept had a modest 5.7% increase. so far, Oct. looks like a drop. still have 10 more days tho'. maybe the solar eclipse plus the annual halloween spike will get the numbers back where they need to be.

The numbers need to be in the 20k range (but I'd be ecstatic with 15k at the moment)! I doubt we'll see that in 10 days...
