Full scale UI redesign

Concise description:

• Bring Conquer Club into the year 2015.

Specifics/Details:

• Update the design of the site. User brighter, fresher colors. Use a newer version of phpBB. Update the logo to something more modern.

How this will benefit the site and/or other comments:

• Obviously this is a large, full scale suggestion, but it's necessary to keep CC alive and thriving. It's just not feasible to use the same design as the 2006 version. Everything looks old and dated. But it's undeniable that the userbase is weakening and all hands must be on deck to either slow or reverse the outward flux.

Protip: if you can't even figure out the current phpBB, you probably shouldn't be recommending that we upgrade.

It's just not feasible to use the same design as the 2006 version.

Some part of the site is responsive(mobile friendly) and such responsive elements were not present in 2006

The site is updating the UI design as fast as it can, and as fast as it should. Any faster could brake some parts(then you will complain about the site not working on mobile, but working on desktop).
