Of course it's going to stink if it hasn't been cleaned, but I've been in some that looked perfectly fine, but still smelled awful. By most plumbing codes, floor drains need to be trapped, but these traps dry out without water being added. Thus sewer gases escape and cause odors. To answer Wing's comment, I've often seen them installed on a riser, which would presumably allow for a u-bend.
I think the problem in my in-law's condo may have been gasses coming up through a floor drain. I don't know if there was a u-bend in the line.
I'd suggest that they start using this stuff...
but unfortunately it's not designed to work with squat toilets.

Doesnt matter. The geotechnics codes in the US allow for soil to withstand load in tension. To put it simply, it suggests that soil such as silts can be used to withstand pulling forces, such as those experienced by a piece of string. European codes have not had this assumption for over 50 years. Sure the Corps may have screwed up, but theyre neglecting to tell you that actually it wouldnt have stood up even if they had built it as per design.
And this is also why I will never ever move to the US. I have more integrity as a designer than to use these codes.
