Each medal has its own defined role. Some, like TAs, are very strictly defined while others, like GAs and GCs, have slightly more flexible definitions, but there are no "just because" medals. They all have a rule of some kind.

For credits, each department has a budget assigned by the webmaster, and each department has different ways for spending that budget. The largest expenditures are various contests and promotions the departments run, and premium renewals for the mods that need them.

The top two stars, red and green, are admin-level territory only. The highest star a mod can give out is blue, and we pay 500 credits for it, which is only 8% less than you'd pay yourself. The star purchases come out of the credit budget, they're not separate. So, when planning a contest, we budget for it in terms of total expenditure, creds plus stars, and then do the breakdown.

Sometimes there's a little left over in the budget and we can do whimsical little gifts to sundry people. Not often, though.
