It's not an abuse that earns him any victories, but for freeloaders like me it's a quarter of my available games locked down for a good chunk of a week, and for the rest it's clearly an annoyance judging from his ratings and his wall. A warning would be in place, he could easily fix the major cause for complaint by logging his turns and just not doing anything with them.
