Card for Bombarding ... Yes / No

I always thought that you had to take a territory to get a card. Now I noticed someone getting a card while he only bombarded territories. I think in this case a player should not get a card, as this is like reducing someones armies without taking them all.

You have to bombard the territory completely, not just reduce them.

Wiping out an enemy's hold on a territory = taking that territory from them, whether or not your armies are advanced. Card up.
