Why can I not leave a rating?

I just played a guy and he basically deadbeat the game at the end (I guess I hurt his feelz by beating his ass so badly)

But the game is now over, but I cannot seem to be Able to leave a rating. Why is that?

--------That happens to me, On a desk top computer I can leave a rating...But an I pad...I can not...Maybe it's the search engine, or some setting turned off... ... ConfederateSS.out!(The Blue and Silver Rebellion)...
