Tables and Results are still there. The Score Grids have been moved to the end. The Guy (Ewebasher) who was responsible for maintaining them has fell off the face of the earth. They are still there (at the end of the Tabs) but there are loads of mistakes that is why they have been moved.

It looks like the worst team in League 4 will drop 4 leagues in Season 15 --- does that sound right or should it be 3 leagues?

Nope, a MOON DOOR finish is always 3 Leagues. It is correct for League 04.
