He/she continues to deadbeat games even after being warned and punished for the same thing multiple times over the years, including just last month; linked below. Loads of players deadbeat speed games, are you going to "name and shame" all those as well? At least Joan has the courtesy to say DB, lots of others just disappear but you have to hang around in case they reappear on their third turn.
If you don't like it, just foe her so she can't join your games and don't join hers!
I should stay out of this but her wall says she will DB if she thinks the dice are rigged or if she got a bad drop And with that many DB'd she still has sarge rank.?? Whoa go girl! Also im pretty sure she is a she. A Dutch girl. So good elderly advice: Don't mess with dutch girls. Like never.

I agree with Scarlet Lady as well, and xroads. I don't even play speed games and I couldn't care less who deadbeats them. Been trying to get this ridiculous rule changed for 9 years with zero luck. The fact that most people who play speed games do this on a daily basis and don't even KNOW it's a rule and get away with it, while others do so a handful of times and are punished far more harshly than they should be is an injustice on this site that I want to see corrected. Either punish the same for all (literally 100s of people) and watch the site just continue to die...or change the damn rule once and for all. Please understand, this is my personal opinion and not that of a moderator.

So why the heck did you raise the complaint? In my view it's neither cheating nor abuse, but it is annoying so I'm not campaigning to get the rule removed, but object to someone being repeatedly singled out here for something that is common practice.
It's a rule still and it's being broken by someone who literally just finished a ban for the same exact thing. Reporting a rule being broken, whether I agree with the rule myself or not, is my responsibility if I see it happening or someone reports it to me. Which is all I am doing here. I wish I didn't have to, truly.
The fact of it is that 11Joan11 has had multiple warnings and bans for the exact same thing, yet continues to break the rule. Since the last report and ban was just weeks ago, it's fresh in people's minds. So, when they are in a game with 11Joan11 and see it happening again and they don't understand how C&A works, they contact a mod to report it. If someone reports something to me, it's up to me to report it through the proper channels.
