I doubt it, they've blatantly plagiarised all the names, either they haven't got copyright to do it or the Tolkien estate have given them some special dispensation.

I don't think the names matter, all you need to do is draw the map yourself

but its not directly off of the maps.
Yer, its not similar to the maps in the books at all. Some of the place names are debatable, and the geography isn perfect. Its not an exact replica of the actual Middle earth map that Tolkiens son drew.
