Well I don't know if I qualify, but me being in this the clan is the choice of the clan mod or the clan itself. If I can't be in the clan right away I hope I can be in it eventually.

Some random people coming for their first time on cc obviously don't qualify, but he can obviously become better and meet the requirements later.
