I'm thinking that they are trying to work on some sort of sub-system for the games or something, maybe even a Mafia Moderator (not the guy who runs the game), in an attempt at organization since the whole mafia system here is pretty chaotic (1 freakin sticky, lol).

I think they are pondering solutions/ideas, that's why they haven't issued it yet.
