Don't, you think that the mahgreb should be worth 6 armies as opposed to 5? because the west coast has 2 less territories, but the exact same amount of area someone could hit you from...
just would make it slightly more fair in my opinion.

it is easier defended but it also harder to get control of in the first place. all the territories are literally in a line as apposed to the one or two territories in mahgreb which can attack almost all the territories

Lack doesn't like changing the gameplay on people who might be in the middle of a game, so even with some support this might not go very far.
Frankly, I doubt you'll get support, but I applaud you trying to fix what you feel to be a flaw. Sorry that Africa isn't perfect for you. Hopefully you can find other maps that are.
