well that idea MIGHT work, if you split it up more. let's compare it to U.S. government for example. Each city (represetnig a country) has it's own sudo government. Each state (representing regions Ex. middle East) has power over all it's cities. Then the world government (your Hegemony) would have power over each region, which inturn has power over each city.

First off, the Articles WERE passed. Also, what I am talking about is more similar to what the US was founded on. The countries (in relation to the states) take care of themselves for the most part. The central government, would take care to see that no nation would decide it would "secede" like in the American Civil War. If they do plan on it, the leaders would be made in to examples to what happens if you think you can secede. The difference? It would be almost entirely Capitalist, but the local governments would uphold laws where they are.
