This is excluding testing of extra singles games (9p, 10p, 11p, 12p).
12 is a massive jump in terms of complexity and testing because of the number of extra combinations, gametypes and medals.
Having said that 9 doesn't give CC users much to cheer about - just a single extra combination which doesn't exactly qualify for a decent upgrade.
10 not only gives several new combinations, but it also gives a new gametype and a medal which does constitute a worthwhile upgrade.
Now let's check back. The last upgrade was from 6 to 8 which must have involved a new gametype+medal for quads and extra combinations in 2v2v2v2 , 4v4, and 7 and 8 player singles.
To upgrade directly to 9 needs only checking 3v3v3 and 9p singles.
To upgrade directly to 10 needs 2v2v2v2v2, 3v3v3, 5v5 + quintuples gametype/medal and 9 and 10 player singles.
This is in the same order as the last upgrade so this is the reasoning behind my vote.
You can see from my post above that a jump to 12 requires a heavy amount of work.
That is why people are deferring because it is lack doing all the work currently. I think 10 is a reasonable compromise between the amount of work for lack and the resultant user experience.
