Judging by the graphics it should be at least 10 years old, but apart from that I'm stumped.

I didn't searched every game. You gave a hint on the release date, that pretty narrowed it done to those 2. As Summoner had a pretty high rating I thougt it would be LK, but after seeing some screenshots I realized I was wrong :P

I googled a bit too and actually those two screenshots were from Summoner 2 and Summoner 1 respectively. :XD

that looks like civilization, but not quite.

it's probabaly a spinoff, because it looks neither like civilization 1 nor civilization 2 to me.
