I admit it's a tricky one.

Indeed you have to get the states (maybe a little cryptic) and you have to get the right words with the senses. And then you still have to find the song title. But if you go a little cryptic the artist is also given. Good luck!

The name of the song is not included in the pic. The pic refers to a famous phrase given in the song. The band I'm looking for can be found very cryptical in the bottom part of the pic. The phrase was the inspiration for a movie title. It's a song of the early 90's.
