I was clueless before, now I'm confused and clueless.

So are both pictures screenshots from the movie, is one of them but the other isn't, or is neither of them?

If the b/w picture isn't a clue, why post it at this point?

They're all from the movie, but the B&W would have been taken by a photographer on set for use in other media. So I probably should have said 'it being in B&W'.

Eh, I believe Jim Belushi had several movies early on in his career involving Russians?

It is not Ishtar. It was in fact quite popular, in it's homeland, and could even be called an archetype of it's (sub)genre.

No one speaks English, and it's further East In fact, in that last shot their looking at the eastern shores of the Caspian Sea (well and the bad guys with their get away boat)

Tripitaka can guess any movie in existence from one shot. That's just how it is.
