If you check the games that these two have been in, they have many times joined the same game. For non premium members, this is alot. Both chat in some language, and even after being warned by others about secret diplomacy, they continue to chat in some other language. I only encounter 1 game with them, but its already obvious enough.

In the game you cite, they are chatting in Italian, and not really coordinating, more exchanging sympathy and cursing themselves as incompetent.

im not to sure, coz i dont understand what they are saying. but thats why i suspect.
And also, they have not attacked each other for a while now. even tho are both holding many borders.

They should be warned for talking in a language that not everyone in the game understands. They should have stopped when shnapsorgas already asked what the hell they were talking about.
