I can't speak of the actual gameplay, but they are not taking their turns suspiciously quickly. The quickest interval was 9 minutes, which is consistent with receiving a "Hey, it's your turn" e-mail from CC or checking your RSS feed (somewhat obsessively). As a player who gets round-by-round e-mails, they come pretty damn quickly.
Not to mention Timall missed a turn...
Also, because they signed up around the same time might be the reason they are in the same game, not because they are multis. Yes, Timall, the earlier account (11:12 pm), could have joined 4 games and thirsted to join 4 more 10 minutes later (11:21 pm), but wouldn't he/she at least wait to complete a game before deciding if CC is fun?
I assume the poor gameplay came from n00bishness, but I didn't examine the log for that.

if u look through leopardwill games he misses one turn all around the same time.. this one being the exact day

Quick note on leopardwill and tmall. Notice in all their games, they move around noon. Both accounts make moves at same time! everyday!
