I can see where you're coming from but I was terribly bored and looked back through both of their histories and if they are cheating, neither of them is very good at it because no game that both have been in has been won by either party. Besides that I see no proof for or against it.
OK what I see is red is one of the weaker ones in this game along with you. You want him to hit green who is one of the strongest, but you hit red and took his bonus. I understand what you are saying about green having a 1 border, but that doesn't mean secret diplomacy. If I was red I wouldn't hit it either. If you won't let him get the extra troops from a bonus why should he attack and then possibly have green take him out. The way I see it green is hoping for a good neighbor by not stacking on reds border or maybe just part of the learning cycle.
I don't really see how you can expect red to do the attacks for you when you attack him.
