Can I get a sub-forum for a privte forum?

The title says it all, probably a dumb question, and I think the answer is no, but I thought I would ask anyway.

I gather that you're in the Grim Reapers clan.
So, as I'm sure you are aware, you access the Grim Reapers sub-forum as such:
Board Index (Forum) --> Grim Reapers
If I understand your question correctly, you want to set it up like this:
Board Index (Forum) --> Grim Reapers --> Third level

I'm quite certain that's within the capabilities of the phpBB forum software we're using, but the option doesn't seem to be offered to private sub-forum managers by the forum-management-staff-type-peoples.
In other words: no, but you could make a suggestion thread for it.

Some clans have two usergroups, and thus two sub-forums. KORT, for example. We have a 'parent' group, just called KORT, and another individual group for the training up of potential members. Though both groups serve different purposes, I suppose we could - strictly speaking - merge both groups into one and have the potential members join the parent KORT group to learn but not play clan war games.
What I'm getting at here is that if you have need and effort enough to set up a whole new usergroup and will actually use the new sub-forum, it could be worth applying for one.

As of right now, no, it is not possible. However I am working on on some new features that will hopefully make this and other clan-related things possible.
