Alright, so I looked over the game you mentioned, along with 1 other game they are in. The other game had no wrong doing, so it won't factor into my decision.
As for the game you listed, the game happened to be very short. The main part of the accusation is only coming from 2 rounds (Round 3&4). Round 2 saw RCON hit you both evenly, and gomer simply deploying. The next round, you hit RCON, taking a bonus, and a few other territories. He simply took back 2 of which you took. Then gomer took the bonus. The next turn, RCON, based on my point of view, simply made a poor decision (I'd guess due to his inexperience and low rank), and went for your bonus, maybe because you were the high rank, he considered you the big threat. gomer just happened to be in the right place at the right time, and went for the kill on you.
I don't see enough evidence to hand out a warning, so they are Cleared.
