Comments: simply look at the last 15 or so ratings left he rates fair play 5 stars and the rates game play and attitude no stars he obviously does not take rating serious so should not be abusing them either

No stars is just not rating. It does not mean bad. He clearly just wants the medal so is rating players. 1 star would be worse.

dazza is correct. No stars means he didn't rate you in those areas. This is CLOSED.

Leaving no stars doesn't affect the rating for that particular trait, but it does affect your overall rating.

getting a bad rating is considered something of an honour. 9 times out of ten the rater got beaten by the ratee.
