I would suggest you rate accordingly. If the comments upset you that much then use the foe option rather than engaging in chat.

For the unjustified ratings, you can always contact him and try to settle how it could get removed. If he still doesn't, feel free to put him on your foe list so he won't be able to join any future games that you are already in it. As for the offensive game chat, as what notyou2 said, he behaves like he is 12 so maybe don't take him too seriously and move on. Other people he has played before has given him low ratings already so that could be an indication of what kind of a player he is.
