a) It's not a crime b) he may have had his reasons for being unable to play c) he may have thought it a lost cause and, rather than suicide, thought it fairer to walk away (according to you 'the game could have gone to any one of the three left').
I think this is more of an intentional deadbeating rather than throwing a game.
Looking at some of his bad ratings, either he deadbeats at times, or suicides, depending on the situation in the speed games that he is in. Not sure exactly what to do with this but for now, we'll note your report and see if others will continue to get annoyed with his gameplay provided if he does regularly deadbeat on his speed games. Feel free to rate him accordingly and to put him on your Foe list.
